The California Energy Agencies (CEA)
The California Energy Agencies (CEA) will assume direct responsibility for the:
- financing,
- planning,
- creation,
- ongoing operation, and
- continuing evolution
of
CEInet.
In other words, CEA will bring CEInet into being,
starting from where we are now.
Among its many activities, CEA will:
- Provide direct hands-on oversight
of the CEInet-related activities described above.
- Provide assistance to private companies and other entities
with financing, development, Certification, and installation
of CEInet components.
- Arrange, when practical, for
local manufacture or fabrication
of CEInet components in communities around California
to create jobs for Californians.
- Create and maintain an aggressive
Technology Program
to acquire the best possible technologies
for the generation, distribution,
and extended large-scale storage of renewable energy.
- Establish quality standards
for CEInet and its components.

Establish Certification criteria
for CEInet Components,
including CEA-Certified CleanEnergy Sources.
- Establish an Energy Clearing House
to simplify the purchase and sale of energy through CEInet.
- Establish criteria for regulated vs. competitive
operating environments for all classes of CEInet components.
CEA will:
- operate openly,
- actively seek public input and participation, and
- have oversight to prevent bureaucratic bloat
and keep it lean and mean.
