Manufacturing CEInet Components in California
The California Energy Agencies (CEA) will seek to arrange for local manufacture or fabrication of CEInet components in communities around California. This will give a needed boost to California's economy, and it will create good jobs for Californians.
Solar panels are a good example. An enormous number of them will be needed, and the right place to make them is in the California communities where they will be installed.
To make it happen, CEA will, as a first step, seek to motivate manufacturers of solar panels to set up plants at needed locations throughout California. This can meet initial demand, but as the conversion to renewable energy and the building of CEInet gains momentum, the need for manufacturing capacity will outstrip the expansion capabilities of most companies.
The fast-food industry provides the model for meeting the expanding demand: A fast-food chain may issue a franchise to an individual or a business to build one or more outlets for the chain. By enlisting others in this way, the chain can expand much faster than if it had to build all of its own outlets.
In the same way, CEA would move aggressively to arrange for solar panels to be made by local licensees in all parts of California. California is a big market, and in most cases, the solar panel companies would derive more income from license fees than they could from their own plants.
